     Declares an intent to consolidate all services provided to children with developmental disabilities through the department of social and health services in the division of developmental disabilities, and to provide a discrete, separate judicial process for children with developmental disabilities who require home-based or out-of-home care that complies with the federal requirements for receipt of federal funds for services under Title IV-B and Title IV-E of the social security act.
