(DIGEST OF PROPOSED 3RD SUBSTITUTE)

     Provides that, in cooperation with students, student aid administrators, employers, public and independent institutions of higher education, private career schools and colleges, and other interested parties, the higher education coordinating board shall continue to evaluate the reports prepared in response to the 1997 legislative directive to study tuition and financial aid.

     Directs the board to report its findings and recommendations to the governor, the house of representatives and senate committees on higher education, and other interested parties by September 1, 1998.
