     Revises RCW 9.41.098 to provide that legal firearms may be either auctioned or traded to licensed dealers or destroyed if the following criteria are met:  (1) The firearm was offered for auction or trade and the offer was not accepted; and

     (2) the firearm is unsafe or inoperative.
