     Declares that no corporation, partnership, or individual may engage in or offer to engage in the business of plumbing or contract to perform plumbing without having a valid contractor's registration and a general master plumber or specialty master plumber certificate or without a principal, partner, or employee of that organization having a general master plumber or a specialty master plumber certificate.
