HB 2082 - DIGEST

     Declares that "rural lands" mean those lands that the county legislative authority considers nonurban in character, taking into account the history, customs, needs, and conditions of the county.  Rural lands may not be designated inside urban growth boundaries.  Written criteria and guidelines for what constitutes rural lands in any county shall be developed by the county legislative authority and may be changed from time to time as conditions and needs change.  The written criteria and guidelines may include a bright line test that references minimum lot sizes for the different zones.
