     Provides that, to determine the prevailing rate of wage on public works projects, the department of labor and industries shall contract with an independent third party to conduct wage surveys and determine the prevailing rate of wage for each relevant scope of work description issued by the department.  The surveys for each scope of work description must be conducted at least annually and must survey an equal number of employers who are subject to wage provisions for the relevant scope of work description in a collective bargaining agreement and employers who are not subject to such a collective bargaining agreement.
