(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Revises RCW 82.16.010 to provide that "urban transportation business" also includes predominantly intrastate package delivery carriers transporting packages or parcels not exceeding one hundred pounds per package or parcel, and excluding the transportation of passengers, effecting pick up and delivery within twenty-four hours in vehicles of ten thousand pounds gross vehicle weight or less.
