                      (DIGEST AS ENACTED)

 

     Authorizes the joint center board to:

     (1) Adopt rules governing pedestrian traffic and vehicular traffic and parking upon lands and facilities of the center;

     (2) Establish, collect, and retain parking fees for employees and students;

     (3) Adjudicate matters involving parking infractions internally; and

     (4) Collect and retain any penalties for parking infractions.

     Requires the funds to be used for the joint center's parking program.

     Provides that the board of the joint center for higher education under chapter 28B.25 RCW may impose either a voluntary or a mandatory transportation fee on employees working at the Riverpoint higher education park and on students attending classes there.

     Declares that the board shall not impose a transportation fee on any student who is already paying a transportation fee to the institution of higher education in which the student is enrolled.
