(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Establishes collaborative review of multijurisdictional projects to review and coordinate state and local permits for projects that cross more than one city or county boundary.

     Provides that the act shall be null and void if appropriations are not approved.
