     Provides that a health services provider who (1) provides a health care service to a claimant, while acting as the claimant's representative for the purpose of obtaining authorization for the services, and (2) charges a percentage of the claimant's benefits for acting as the claimant's representative under this title shall be guilty of a class C felony.  However, the fine, if imposed, shall not be in an amount more than twenty-five thousand dollars, except as authorized by RCW 9A.20.030.
