     Revises RCW 70.47.015 to eliminate basic health plan agents' and brokers' commissions.

     Provides that the administrator may establish:  (1) Minimum educational requirements that must be completed by the agents or brokers;

     (2) an appointment process for agents or brokers marketing the basic health plan; or

     (3) standards for revocation of the appointment of an agent or broker to submit applications for cause, including untrustworthy or incompetent conduct or harm to the public.
