HB 2262 - DIGEST

     Provides that, beginning with the 1997-98 academic year, tuition fees shall increase based on a five-year rolling average of per capita personal income as contained in the even-year September Washington economic and revenue forecast by the office of the forecast council.  For any given academic year, the rolling average of per capita personal income shall be computed using the five-year period that ends with the fiscal year that corresponds with the academic year.

     Provides that, beginning with academic year 1997-98, the governing boards of the state universities, the regional universities, the Evergreen State College, and the state board for community and technical colleges may change tuition rates from the rates established except tuition rates for resident undergraduate students.
