     Provides that the department may not promote gambling activity, as defined under chapter 9.46 RCW, that is not licensed by the state of Washington under state law, but may promote gambling activity conducted under a class III gaming compact negotiated under RCW 9.46.360, if a tribal government has paid all required mitigation fees to a local government.
