     Authorizes impoundment upon determining that a registered owner is operating a motor vehicle without proof of motor vehicle liability insurance as required under RCW 46.30.020 and has been cited for failing to provide such proof in the past, if the previous citation has not been dismissed under RCW 46.30.020(2).
