     Defines computer software developed and owned solely by state agencies or together with private entities as the programming source code or object code necessary for the operation of a computer program and does not include data files.  Records or information contained in or accessible through such computer software that are otherwise disclosable under state law are not exempt from disclosure and such computer software may be used to inspect or copy such information under this act.
