     Declares an intent to identify best practices in mathematics instruction for current and prospective mathematics teachers in the elementary and middle grades, and to provide opportunities for all students to improve their mathematics proficiency against state, national, and international standards.

     Provides that the act shall be null and void if appropriations are not approved.
