(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Requires that all tobacco settlement receipts received by any state officer or employee shall be deposited in the health services account.

     Requires that, in any legal action, or settlement thereof, by the state of Washington to recover moneys expended by the state for the tobacco-related health care costs of state residents, the attorney general shall seek a legal resolution of the action that is consistent with the effect of this act.
