     Directs the office of superintendent of public instruction, with assistance from the higher education coordinating board, to study and make recommendations to the designated groups concerning parents' participation, school-to-home communication, and parental management in educating children from prekindergarten through twelfth grade and postsecondary opportunities.

     Provides that the act shall be null and void if appropriations are not approved.
