(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Requires that, every individual or small employer making an application for a health benefit plan or renewing a health benefit plan must be offered a rate that cannot be adjusted more frequently than annually as measured from the time that the individual obtains or renews coverage.

     Provides that the act shall be null and void if appropriations are not approved.
