(SUBSTITUTED FOR - SEE 2ND SUB)

     Declares that, in sentencing any offender who commits a felony after the effective date of this act, the court shall order the offender to refrain from committing new offenses as a condition of community supervision or community placement.  Offenders who commit new offenses in violation of this condition shall be subject to the appropriate violation and sanction process in addition to prosecution for the offense.
