(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the department of ecology to conduct a preconstruction analysis of Pine Hollow, located near the communities of Wiley City and Tampico in Yakima county, regarding its suitability as a site for the construction of a retainment dam and water storage reservoir and the reservoir site's potential to enhance anadromous fish and other aquatic life.

     Makes an appropriation of three hundred thousand dollars to the department of ecology to carry out the purposes of this act.
