(SUBSTITUTED FOR - SEE 1ST SUB)

     Establishes a Washington state livestock identification account in the custody of the state treasurer into which all moneys collected or received from registration, recording, inspection, or enforcement under this act and chapter 16.58 RCW and moneys collected or received by the board under chapter 16.65 RCW shall be deposited.

     Transfers all powers, duties, and functions of the department of agriculture under chapters 16.57 and 16.58 RCW to the livestock identification board.
