     Declares an intent that the department encourage the development of residential living arrangements and related services for individuals with developmental disabilities through contracts with private nonprofit organizations, which may include those overseen by boards composed of parents.  Such contracts for services must reflect comparable cost and service quality to contracts with other entities.
