HB 3016 - DIGEST

     Provides that agreements under this act must include expansion capacity for alternative modes of travel other than private motor vehicles, and must provide that the operating entity will structure the tolls and user charges to provide an incentive for commuter ride sharing.  Agreements under this section must provide that they are contingent upon a legislative appropriation concurrent with project construction that will include the public-private project within a larger project by the department to relieve general congestion in the surrounding area, and will include without limitation a multimodal approach to this problem.
