HB 3051 - DIGEST

     Requires the pilot project to adhere to the following principles:  (1) It may not involve highway construction;

     (2) it must serve community needs;

     (3) it must promote nonautomobile travel; and

     (4) it must provide response to public concerns brought by highway transportation projects.
