HB 3091 - DIGEST

     Pertains to liens for unrecorded utility charges.

     Declares that RCW 60.80.010 and 60.80.020 do not apply:  (1) If a condominium or homeowner's association collects and pays charges for utility services provided to the property by a utility operated under chapter 35.21, 35.67, 36.36, 36.89, 36.94, 57.08, or 87.03 RCW; or

     (2) to the refinancing of real property or to the refinancing of interests in real property.
