     Terminates the K-20 telecommunications oversight and policy committee on June 30, 1998.

     Declares that the governance of the K-20 educational telecommunications network is the responsibility of the higher education coordinating board, the superintendent of public instruction, and the information services board.

     Directs the entities to implement one or more joint operating agreements to delineate their mutual responsibilities.

     Requires coordinated budget recommendations regarding the K-20 network.

     Creates the cross-sector network advisory committee.

     Terminates the cross-sector network advisory committee on June 30, 2001.
