     Declares that no master program may prohibit or unreasonably regulate a use activity under the guidelines if the use activity meets the following conditions as designated in the guidelines:  (1) Is a preferred water-dependent use;

     (2) has state-wide and national interest;

     (3) can result in long-term over short-term benefits if properly managed;

     (4) can protect the resources and ecology of the shoreline if properly managed; and

     (5) is conditional on an environmental designation under the guidelines that permit the use activity outright or by a conditional use.
