     Recognizes the need and value of postsecondary educational support for children of both married and divorced families.

     Encourages all parents to assist their children, both financially and emotionally, with their postsecondary education.

     Declares that, determining the amount of, if any, postsecondary support to be provided adult children is primarily the responsibility of the parents regardless of their marital status and should be the subject of judicial consideration only when extraordinary circumstances exist.

     Provides that a court shall not order either or both parents to pay support for postsecondary education of a child over eighteen years of age unless the court finds there are exceptional medical circumstances such as the existence of the child's developmental or chronic functional disability, in which case the court may enter an order for such amount and under such circumstances as are reasonable, considering the circumstances of all parties.
