     Declares that a person who, at any time in the previous ten years, has been convicted, or adjudicated as a juvenile, of bail jumping under RCW 9A.76.170, driving while license suspended or revoked due to failure to appear at a requested hearing or violating a written promise to appear in court under RCW 46.20.342(1)(c)(iv), or any other crime involving failure to appear at a court proceeding may not be released on personal recognizance in a proceeding where the judge is authorized to require posting of bail or bond.
