     Provides that a salon/shop, booth renter, personal service operator, or mobile operator's licensee who has not rented booth space or operated a salon at any time after the expiration date of his or her license is not subject to the payment of the past years' renewal and penalty fees.

     Declares that a salon/shop, booth renter, personal service operator, or mobile operator's licensee who continues to rent booth space or operate a salon after the expiration date of his or her license is subject to all appropriate fees and penalties.
