(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that, beginning July 1, 2000, a person may not sell a studded tire or sell a stud for installation in a tire unless the stud qualifies as a lightweight stud under this act.

     Directs the department of transportation to study the various types of light-weight studs for performance, durability, and pavement wear, and forward its recommended stud types to representatives of the tire industry no later than June 30, 1998.
