(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that if a license holder voluntarily discontinues operation at a licensed establishment, the board may refund the remaining portion of the annual license fee for this establishment minus any outstanding administrative penalties or fines or administrative costs associated with the issuance of the license.
