     Declares that small scale mineral prospecting using gold pans, concentrators, mini-rocker boxes, and nonmotorized sluice boxes shall not require written approval under RCW 75.20.100 of a hydraulic permit provided that such activity does not undercut streambanks or disturb rooted live woody plants such as trees or shrubs.
