     Declares that, in cases involving property seized under RCW 9.46.231, the only issues to be determined by the tribunal are whether the item seized is a gambling device and whether the device is an antique device as defined by RCW 9.46.235.

     Declares that liability is not imposed by this act upon any commission special agent, in the lawful performance of his or her duties.
