              (DIGEST OF PROPOSED 1ST SUBSTITUTE)

 

     Declares that reducing flood damage through the use of structural and nonstructural projects is in the public interest and that it is the duty of the state to assist in funding flood control projects.

     Declares that structural and nonstructural projects include but are not limited to:  Streambank stabilization, river channel maintenance, land use restrictions, land buy-outs, flood easements, and emergency notification.

     Requires each county, city, or town adopting or amending a comprehensive plan or development regulations to implement that plan or protect critical areas to ensure that its plan or regulations, or both are consistent with and coordinated with any plan to reduce flood hazards.

     Repeals RCW 79.90.325.
