(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Requires that any health care contract providing hospital expenses, medical expenses, or health care services delivered, issued, or renewed in this state after July 30, 1997, shall provide coverage for initial surgical implantation of penile prosthesis as treatment for male erectile dysfunction that is the direct result of identifiable and diagnosed organic disease, illness, or injury or from surgery or other treatment for disease, illnesses, or injury.
