     Requires products meeting the standards set forth in the USEPA product standards on recycling to meet the minimum standards of the state of Washington.

     Provides an exception shall be granted for printing and writing papers manufactured at any paper mill that:  (1) Is located in a timber impact area, as defined in RCW 43.31.601; and

     (2) employs fewer than five hundred employees.
