(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares that medicare beneficiaries enrolled in a contract or agreement issued pursuant to section 1876 and section 1833 of the federal social security act (42 U.S.C. Sec. 1395ss et seq.) shall be permitted to enroll in any standardized medicare supplemental plan, without providing current evidence of insurability, within the first year of enrollment in the section 1876 or section 1833 plan.
