     Declares that it is a traffic infraction for a driver of a motor vehicle intending to board a Washington state ferry, to block a residential driveway while waiting to board the ferry.

     Directs the department to take steps to mitigate problems associated with lengthy ferry queues, including the blockage of residential driveways, by establishing a maximum queue length for each ferry terminal, the end of which must occur five feet before the first residential driveway.
