     Finds that Washington state's goals in implementing the federal act include promoting the values of work, education, and responsibility, including responsible childbearing and dedication by both parents to protecting, supporting, and bringing up children to become responsible, productive Americans.

     Finds that it is necessary, in pursuance of these goals, to encourage a new alliance of state and local government, business, nonprofit organizations, and individuals to dedicate themselves, within the letter and the spirit of the law, to helping families in poverty overcome barriers, obtain support, direction, and encouragement, and become contributors to the American way of life.

     Reaffirms the commitment to provide medical services to eligible legal immigrants under the children's health program established under RCW 74.04.405, and affirms the commitment to provide the benefits of the maternity care access program under RCW 74.09.800 to documented and undocumented immigrants who qualify.

     Designates time limits of temporary assistance for needy families benefits.

     Designates sanctions for noncooperation.

     Provides for a disabled child state assistance program.

     Implements electronic benefit transfer.

     Repeals RCW 74.12.420 and 74.12.425.

     Designates programs for immigrant protection.

     Establishes provisions for Washington welfare-to-work programs.

     Designates jobs for the environment programs.

     Provides self-employment assistance.

     Designates requirements for job search or work activity.

     Directs the department to, unless specifically prohibited by federal law, provide vouchers to temporary assistance for needy families recipients for all employment, training, education, and related services required by such recipients to reenter gainful employment.

     Repeals RCW 74.25.010, 74.25.020, 74.25.030, 74.25.040, 74.25.900, 74.25.901.

     Designates duties of the work force training and education coordinating board.

     Designates duties relating to job assistance by the department of social and health services.

     Establishes a program for child care.

     Repeals RCW 74.12.340.

     Specifies teen parents permissible living situations.

     Provides for illegitimacy prevention and abstinence promotion.

     Designates department of social and health services accountability.

     Repeals RCW 74.04.770.

     Designates requirements for license suspension and child support enforcement.

     Authorizes financial institution data matches.

     Establishes procedures for genetic testing.

     Provides for a state registry containing records of all orders establishing or modifying a support order that are entered after October 1, 1998.

     Requires address and employer information in support orders to be kept current.

     Establishes procedures for employers to withhold income pursuant to a viable order.

     Repeals RCW 74.08.120 and 74.08.125.
