     Declares that the interest of individuals in the privacy of personal information concerning a physical or mental condition, health, or history is paramount and fundamental and may not be subordinated to other interests in the absence of extraordinary circumstances.

     Provides that this information should only be disclosed when there has been fully informed, uncoerced consent, or when the person or body seeking disclosure has discharged the burden of showing conclusively that the interest justifying an invasion of personal privacy in the specific circumstances in which disclosure is sought is compelling and cannot reasonably be satisfied in any other way.
