(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that the governing body of a city or town, with a population of less than three thousand, that includes territory located in two school districts may call a special election to be held at which voters authorize the removal of either portion of the city or town from one school district and the transfer of that portion of the city or town to the other school district, under the following conditions:  (1) One of the two school districts either borders a United States military reservation or includes territory located in a United States military reservation; and

     (2) a public school building is not located in the territory that is so removed and transferred.
