(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Includes disabled persons in the provisions of chapter 39.19 RCW relating to minority and woman-owned business opportunities.

     Directs the office of minority and women's business enterprises to conduct a study to identify the problems encountered by businesses owned by disabled persons in seeking and obtaining public contract opportunities, including any differences between the availability and utilization of such businesses by the state.  The study shall prescribe resolutions and recommend to the legislature how the office will serve businesses owned by disabled persons.  This section expires July 1, 1998.
