(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates the sports participation grant program.

     Declares that the Sue Durrant-Seattle Reign license plate fund is established in the custody of the state treasurer for all receipts from sale of the license plates.  The state treasurer shall remit the proceeds on a quarterly basis to the superintendent of public instruction.
