     Provides that beginning on the effective date of this act, the director of community, trade, and economic development or the director's designee shall disburse, on a quarterly basis, to the environmental science and technology foundation, or its successor in interest, for the sole purpose of funding the operating costs of the Columbia river exhibition of history, science and technology museum and science center an amount equal to one dollar and fifty cents per cubic foot of waste from the fee collected under RCW 43.200.230.
