(DIGEST AS ENACTED)

     Provides for administrative license suspension for first-time violators of laws against driving or being in actual physical control of a motor vehicle while under the influence of intoxicating liquor or any drug.

     Deletes the authorization for placing the license in a probationary status.

     Provides that the act shall be null and void if appropriations are not approved.
