     Declares that the department may not approve a plan for reclamation, closure, or decommissioning of a uranium or thorium mill or tailings facility if the plan uses the receipt, storage, permanent impoundment, or disposal of materials originating from a site that is more than forty-five miles from the site covered by the plan.
