     Declares an intent, through an aquatic plant management permit program, to create a coordinated, timely, and predictable permit process that will assist property owners and local governments in controlling aquatic plants.

     Directs the department of ecology to establish and administer a demonstration project for the control of Eurasian watermilfoil, for the purpose of evaluating the effectiveness of the pesticide 2,4-D at eradicating early infestation.  The department shall authorize one or more demonstration projects, including a demonstration project on Loon Lake in Stevens county.

     Makes an appropriation of twenty thousand dollars to carry out the purposes of the act.
