SB 6316 - DIGEST

     Declares that parties who have properly brought an action or proceeding for damages against the state of Washington, whether the state is acting in its governmental or proprietary capacity, may obtain discovery regarding any matter, not privileged, which is relevant to the subject matter involved in the pending action.

     Requires the state's response to state, with respect to each item or category, that inspection and related activities will be permitted as requested, unless the request is objected to, in which event the reasons for the objection shall be stated along with instructions on how to legally acquire documents withheld for the reasons of confidentiality or privilege.
